Transport and Logistics Council

The Queensland Transport and Logistics Council Ltd (QTLC Ltd) was incorporated in March 2009 as a company limited by liability and is registered with the Australian Taxation Office as an approved not for profit organization. The company Directors of QTLC Ltd act on the advice of the Queensland Transport and Logistics Council (QTLC).
The QTLC Chairperson is independent and is appointed by the Minister for Transport. Invited members are drawn from diverse backgrounds and possess in-depth knowledge and expertise of the sector, either as a customer or supplier or participant in the State’s supply chains. Two government representatives are nominated from the Department of Transport and Main Roads who have carriage of policy issues covering all modes.
The Queensland Government has recognized that a more strategic supply chain focus is required to adequately manage the freight task in Queensland to deliver acceptable outcomes to Government and Industry which complements the national freight agenda.
Freight already accounts for 18.3% of Queensland’s State Domestic Product and projected freight growth points to an urgent need to develop a formal structure which allows government, industry and the community to make timely and appropriate investment decisions for the medium and long term.
The QTLC is funded by the Queensland Government to provide oversight to the development of a Queensland Freight Strategy to facilitate economic growth and competitiveness of the state economy.
The QTLC and the State based freight councils are also funded by the Commonwealth under the Nation Building Program (National Land Transport) Amendment Act 2009. This program entails carrying out, arranging or assisting planning, research, investigations, studies or analysis of matters related to land transport operations (rail, road and intermodal).
QTLC will:
- Advise the Minister and Departmental Officers on the development of a freight strategy. The strategy will guide and support managing the growth in the freight task across all modes and in all supply chains and will facilitate planning on strategic issues. Specifically QTLC will provide a regular forum for advice, consultation and information exchange between the freight transport and logistics sector and government;
- Provide an authoritative, broad industry view to inform and shape whole-of-government planning. This will also contribute to national policy by focusing on the areas identified in the National T&L Strategy including leadership, Infrastructure, people, innovation, sustainability and security.
- Identify and promote projects of state and national significance and provide advice to improve planning and coordination between departments, agencies and industry, and ultimately support more robust decisions on government policy and investment affecting the freight & logistics sector.
Members of QTLC are invited to join the council in a personal capacity based on their ability to contribute to the aims of the organisation. Invitations are reviewed and renewed annually by the council.
The Council’s Secretariat provides executive and administrative support to the board and is guided by the members of the QTLC who are also members of the company. The Secretariat has an appointed DTMR officer provided by the department. The DTMR Officer reports to the QTLC Chairman while working on QTLC business.
